Required documents for TR CU 004/010/020/2011:
• Applicant’s contract (according to Articles 9.and 11. of the Customs Union Technical Regulations, certification may only bе requested bу а legal entity registered under the legislation of а Member State of the Customs Union and in the territory of the Customs Union
• General technical description of the machines with technical characteristics, brochures, drawings, information оn intended use in the context of the export contract
• Technical documentation, calculation documents, preliminary tests
• Risk assessment documents
• All technical reports with tests results
• Certificates of conformity ог test protocols for materials and components
• ЕС declaration of conformity/manufacturer’s declaration, if applicable. ЕС declaration of conformity, declaration of incorporation
• Installation, commissioning and operating instructions in the Russian language
• Сору of the QMS certif1cate if the manufacturer’s quality management is certified, for example, according to ISO 9001
• Documents provided bу other relevant technical regulations and federal laws for existing products and issued bу authorized bodies and organizations
• Other documents directly оr indirectly proving product conformity with the specified requirements

 

TR CU 012/2011: On the safety of equipment for hazardous environments

All documents required for TR CU 010,004,020/2011 which must be submitted for conformity assessment, and as follows:

  • Risk assessment documents
  • Safety statement

Explosion protection marking shall contain the following information:

  • Manufacturer name and its trademark
  • Information on the machine or equipment type
  • Serial number
  • Explosion protection marking

Based on the decision of the manufacturer or pursuant to the export contract, the marking can include the following additional information which is important for safe use:

  • Nominal voltage or nominal voltage range
  • Allowed operating voltage
  • Designation of the protection class against electric shock
  • Enclosure protection type
  • Rated consumption, rated power or rated current
  • Mass
  • External dimensions
  • Date of manufacture

 

TR CU 032/2013: On the safety of pressure equipment

All documents required for TR CU 010,004,020/2011 which must be submitted for conformity assessment, and as follows:

  • Calculation of the blow-off capacity of the safety devices (if these are provided in the respective project documents)
  • All loads and factors which can occur separately or simultaneously; all types of destructive forces relevant to the operation of the pressure equipment (viscous or brittle, creep or material fatigue, corrosion cracking)
  • Material properties (yield strength, tensile strength, long-term strength and creep strength limits, plastic deformation, viscosity, fracture strength, chemical resistance to the working medium, processability)
  • Weld seam factor depending on the base material of the components to be welded, welding process, connection form, NDT process and NDT scope and the operating conditions of the device
  • Predictable deviations from operating parameters during operation, possible manufacturing inaccuracies, possible deviations from the material properties of the pressure equipment
  • In the strength calculation, sufficient safety reserves for the pressure equipment shall be provided which must be taken into account when determining the allowable loads
  • Strength calculation of the device/system

Recognizable and permanently fixed nameplates shall be attached to the pressure equipment.These shall include the following information:

  • Manufacturer
  • Designation
  • serial no
  • manufactured
  • Working pressure, МРа
  • Calculation pressure, МРа
  • Test pressure/МРа
  • С Мах. and(or) min. allowable pressure vessel wall temperature
  • Designation of the material used for production
  • Mass of empty vessel, kg (For vessels with separate cavities,with different parameters have to bе reported separately)

 

UNIFORM ЕАС MARK OF CONFORMITY

On 15.07.2011, the Customs Union Commission confirmed the single conformity mark of the Customs Union, which is the counterpart to the European CE mark. (Resolution No. 711 of the Customs Union Commission of 15.07.2011, as amended according to Resolution No. 800 of the Customs Union Commission of 23.09.2011).
The manufacturer (supplier) shall decide on the size of the mark and the method of application. The product may only be marked by the manufacturer (supplier) if it has undergone all the relevant prescribed TR CU conformity procedures in one of the member states of the Customs Union!

The following requirements must be met for the application of the EAC mark:

  • The mark shall be applied to each product unit, packaging or accompanying document
  • The location of the mark on the product, packaging and accompanying document shall correspond to the respective technical regulations
  • The mark shall be clearly visible, legible, recognizable and permanently affixed to the product
  • The mark may be applied by any method which ensures it is visible during the service life of the product
  • Characters on the mark shall be monochrome and contrast with the background color
  • The mark must be at least 5 mm in size

 

MEASURING EQUIPMENT APPROVAL/ PATTERN APPROVAL CERTIFICATE

  • Measuring instruments must be registered, approved and entered in the National Register of Measuring Instruments for use in Russia at the ROSSTANDART Metrological Service (comparable to the PTB approval).
  • This is not GOST R certification or safety certification!
  • If a measuring instrument is already registered in the national register and a measuring equipment approval is available, initial calibration/ initial gauging may be carried out.
  • Currently, more than 1 billion measuring instruments are in use in Russia
  • Licensing of legal persons and individuals for the manufacturing, repair, sale and rental of measuring instruments

 

PRIMARY VERIFICATION/INITIAL CALIBRATION/INITIAL GAUGING

According to Law 102-FZ of the Russian Federation “On ensuring the uniformity of measurements” of 26.07.2008, all measuring instruments subject to approval for use in the area of ​​state monitoring of the uniformity of measurements shall be subject to an initial calibration.
An initial calibration is a calibration which is legally required and based on the national standards, with a corresponding marking of the calibrated item.
The expected compliance of the measuring instruments for the period of validity of the initial calibration shall be confirmed by a mark and (or) certificate.

Government Regulation No. 250 of 20.04.2010 in force since 01.01.2012:

  • Measuring instruments may only be calibrated in state, territorial, and metrological centers
  • The Government Regulation contains a list of concerned measuring instruments (de facto all)
  • Theoretically, calibration is no longer possible or permitted in factory equipment
  • For measuring instruments already imported into Russia, calibration must be carried out on site!

 

TR FIRE PROTECTION

  • Testing and certification may only be carried out by the Ministry of Emergency Situations (accredited Russian certification body) in the fire protection system
  • For individual deliveries, inspection and certification is possible following the decision of the inspection body, possibly without an audit of the production facility (exception!)
  • For serial production, an audit of the production facility and pattern inspection is always required
  • Flammability classes are defined in accordance with Russian standards and are listed in the TR certificate
  • Flammability classes are different from European classes (4 classes each).
