What is EAC certificate?

An essential basis for cooperation between EEU countries is the uniform standardization of requirements for products and goods quality, turnover of which is carried out throughout the Eurasian economic union.

Within this framework, EAC certificate is a compliance document indicating that product or goods met all requirements of technical regulations. The name of EAC certificate is derived directly from its function: Certificate of Eurasian Conformity.

The predecessor of EAC certificate is GOST certificate, that was individually requested in every country in the absence of a unified system. By introducing EAC certification, the Eurasian Economic Union has achieved a significant degree of unification and simplification of the certification system.

Legal features of EAC certification
Introduction of EAC certification has fundamentally reformed the standardization system in individual countries. On the one hand, this has led to harmonization of the procedure, rules and certification process in all member states of the Eurasian Customs Union. On the other hand, EAC certificates of individual member states got fundamental importance throughout the Eurasian Economic Union. This means that EAC certificate issued in Russia is valid for Armenia, Kazakhstan, Kyrgyzstan and Belarus as well as EAC certificate issued in the relevant member state of the Eurasian Economic Union. At the same time, national safety standards and certificates, for example, GOST R, have gradually lost their force and have been replaced by new technical regulations in the relevant industry.

Required documentation

For certification according to the technical regulations of the Customs Union-TR CU – or according to the technical regulations of the Eurasian Economic Union – TR EEU – the required list of documents is the same as when applying for GOST of TR certificate.

EAC certification procedure

EAC certificate can only be applied for by a legal entity with its location in the Eurasian Economic Union. Thus, individuals and enterprises from third countries without representations in the Eurasian Economic Union can obtain a certificate under technical regulations only through an intermediary.

Collection of documentation for EAC certification

When all requirements are met, the certificate of conformity is issued based on the test reports.

Duration and cost of EAC certification

Even if EAC certification is often understood as a pure formality, it is a complex procedure that is influenced by many different factors playing assigned role in the certification process, such as type of product, certification option, scope of the required tests, number of individual components – and these are just a few.

Labeling elements

Requirements for labelling products meeting technical regulations are described in details in the Eurasian Economic Union by the Commission of the Customs Union.

Products subject to certification before bringing into circulation on the territory of the Eurasian Economic Union, along with EAC certification itself, shall be provided with AEC mark, confirming compliance with all requirements of legislation of the Eurasian Economic Union. Bringing into circulation of products and goods subject to certification without relevant EAC labeling is prohibited.
